Every sailor needs to have a thorough understanding of the International Regulations for Preventing Collisions at Sea (COLREGS) and should be able to recognize other vessels, interpret their activities and rights of way. Two power boats approaching each other - which side do you pass? A vessel constrained by its draft is approaching a sailing vessel - who has right of way? The competent captain should be able to answer these questions with ease and instantly know what action needs to be taken.
